Inaugurated by the Secretary General of the Ministry of Communications, Datuk Mohamad Fauzi Md Isa, the Pavilion highlights Malaysia’s technological advancements, demonstrating the nation’s role in driving progress through 5G deployment, digital infrastructure, and collaborative innovation in the ASEAN region.
Bringing together the Ministry of Communications, the Malaysian Communications and Multimedia Commission (MCMC), MDEC, and industry leaders including DNB, CelcomDigi, Maxis, Telekom Malaysia, U Mobile, YTL, Edotco and MEASAT, the Malaysia Pavilion showcases the nation’s commitment to driving digital transformation and fostering international partnerships.
“Malaysia is committed to building a digital ecosystem that benefits both Malaysians and our regional partners.
"The Malaysia Pavilion at MWC 2025 is a testament to our progress and our vision for a connected, innovative, and sustainable future,” said Mohamad Fauzi during the opening ceremony.
A central highlight of the Pavilion is the National Digital Infrastructure Plan (JENDELA), which has already exceeded expectations by providing high-speed internet access to over 9.03 million premises, surpassing the original target of 9 million by 2025.
Another key feature is the pioneering 6-Way Multi-Operator Core Network (MOCN), a first-of-its-kind initiative in ASEAN that enhances connectivity through shared infrastructure among mobile network operators.
“By showcasing our achievements at MWC 2025, Malaysia is demonstrating that we are not only keeping pace with global advancements but also contributing valuable innovations that drive economic growth and societal progress,” added Mohamad Fauzi.
Visitors to the Malaysia Pavilion can experience a range of content exhibits demonstrating the applications of Malaysia’s technological advancements across key verticals such as healthcare, education, broadcasting, manufacturing, smart city, and AI.
The MCMC Nexus, an advanced analytics tool, highlights how Malaysia is enhancing network performance and supporting smarter urban planning.
The Pavilion showcases how 5G technology and digital solutions are driving advancements across multiple sectors, emphasising Malaysia’s collaborative approach to regional innovation.
Malaysia’s participation at MWC 2025 emphasises the nation’s readiness to collaborate with global partners and create new opportunities for growth.

It is an honour to represent the Malaysian Government at the Mobile World Congress 2025 (MWC). As we gather here in Barcelona, I would like to extend my heartfelt gratitude to the organiser for this invaluable opportunity, as well as to the Malaysian Telcos and Service Providers for their role in showcasing Malaysia’s technological advancements and vision for the future.
The Malaysia Pavilion at MWC 2025 stands as a testament to your commitment, showcasing our nation’s technological advancements and setting a gateway to ASEAN innovation.
This year reflects our ambition and our steadfast commitment to champion rapid progress in innovation and technological transformation. It signifies Malaysia’s role as a bridge connecting global innovation—a hub where ideas, technologies, and partnerships converge to shape the future.
Malaysia is building a digital infrastructure ecosystem that benefits both Malaysians and our regional partners. By prioritising advancements in sectors like healthcare, education, transportation, and smart cities, we are enhancing the quality of life and redefining the consumer experience.
Our vision is clear, to embark on transformative advancements that elevate our nation and solidify our position as a hub for technological excellence. With continued investments, impactful alliances, and a commitment to sustainability, Malaysia is poised to shape the future of digital innovation, making it a beacon for progress and collaboration in the region.
Malaysia's Vision and Achievements
Through strategic initiatives like the National Digital Infrastructure Plan or Jalinan Digital Negara (JENDELA), which is expanding nationwide connectivity, and the successful rollout of 5G, we are strengthening industries, empowering communities, and laying the foundation for regional progress.
Under the JENDELA initiative, as of 31st December 2024, over 9.03 million premises now have access to high-speed Internet and fibre connectivity. This surpasses our initial target of 9 million by 2025.
As a result of these achievements, the mobile broadband speed in the nation has reached a median of 105.36 Mbps, while Internet coverage in populated areas rose to 98.66% in Q4 2024, steadily advancing towards full coverage by 2025.
It also sees successful 5G roll out, reaching 82.4% coverage of populated areas (CoPA) and a 56.18% 5G mobile penetration rate to date.
We are committed to ensuring that all Malaysians have equal access to connectivity and technology that empower and uplift communities, as exemplified through the establishment of the National Information Dissemination Centre (NADI).
Under the '1 State Constituency 1 NADI' initiative, 1,099 NADI centres have been established nationwide. NADI’s role has expanded beyond providing collective Internet access to actively empowering communities through the Smart Services initiative, which focuses on five key pillars—entrepreneurship, lifelong learning, well-being, awareness, and government initiatives.
Unprecedented in the ASEAN region, the 6-Way Multi-Operator Core Network (MOCN) initiative exemplifies the power of collaboration and shared resources, bringing together mobile network service providers (MNOs) and state governments to set a new standard in connectivity.
By enhancing network capacity and reducing congestion, this initiative enables operators to deploy services more efficiently, leveraging existing infrastructure to deliver a superior experience for users.
Together with MCMC, the MNOs have introduced a Guideline for Network and Infrastructure Sharing to encourage collaboration by setting clear rules for cooperation. This will allow parties to form agreements, both bilaterally and multilaterally.
The guidelines also focus on sustainability and Environment, Social and Governance (ESG) principles, supporting Sustainability Development Goals (SDG) like affordable energy, protecting land and wildlife and sustainable industry.
Meanwhile, MCMC Nexus has evolved from a simple speed tester into a powerful analytics tool that provides a detailed view of network performance and user experience across the nation. It allows regulators and stakeholders to map Internet and network performance geographically, helping to guide smarter urban planning and infrastructure development.
With real-time notifications to mobile carriers, MCMC Nexus is driving continuous improvements in service quality. This isn’t just about better connectivity—it’s about building a smarter, more connected Malaysia, where users play an active role in shaping their network experience.
Industry-Specific Innovations

In this era of technological renaissance, businesses are embracing cutting-edge innovations, driving transformation across industries. In a 5G-powered smart city, healthcare is revolutionized through real-time connectivity and cutting-edge technology. Imagine a hospital where remote surgeries are performed with near-zero latency, enabling specialists to collaborate seamlessly, no matter the distance. Patients benefit from 5G-connected health monitors that transmit live vital signs to doctors, ensuring proactive and personalized care.
AI-powered education and 5G-driven agriculture are transforming their industries. AI-enabled AR/VR learning offers immersive experiences, moving beyond traditional textbooks. In agriculture, 5G enhances efficiency through robotic fleet management and tele-operations. This enables precision farming and boosts productivity.

With ultra-low latency and high reliability, 5G-powered smart factories reduce manual errors, speed up processing, and boost efficiency. Beyond manufacturing, this technology is also driving innovation with real-time data processing and autonomous systems.
The impact of 5G technology has also transformed various aspects of our lifestyle, including Malaysia’s first 5G-Advanced live broadcast of Sukan Malaysia (SUKMA) 2024. By enabling high-quality video transmission with minimal latency and greater flexibility for real-time footage capture, this technology has truly redefined live broadcasting.
In the field of AI, the industry has been lauded for making significant progress through strategic collaboration with local, regional, and global partners. A key milestone is the development of Malaysia’s first large language model, tailored to the national language, ensuring cultural and linguistic relevance.
Looking ahead, AI-driven innovations are reshaping the financial sector, with the potential to create AI-powered banks that pave the way for smarter, more efficient, and highly personalised financial services.
Additionally, satellite technology is playing a crucial role in bridging the digital divide by delivering high-speed connectivity to remote areas. With advancements in IoT, Direct-to-Device (D2D) communications, and Earth Observation (EO), Malaysia's connectivity infrastructure will continue to strengthen, enabling inclusive access to the digital economy and driving nationwide digital transformation.
